Colombian diplomat and Doctor Honoris Causa in Law and Jurisprudence from the Universidad Militar Nueva Granada in Bogotá, Colombia. He was a member of the Colombian National Army between 1954 and 1981 and is also an Honorary General of this institution.
He was the Colombian Ambassador to Cuba (1998-2010), Colombian Ambassador to the Organization of American States (1990-1994), Minister of Foreign Affairs (1986-1990), Colombian Ambassador to Panama (1983-1986), and Colombian Ambassador to the United Nations (1994-1998).

Bachelor’s in Finance and International Relations from the Universidad Externado de Colombia, with a Master’s in European Business from the Grande École de Commerce de Paris ESCP and from the European School of Management (Paris and Oxford campus). She is currently studying a PhD in Political Studies at the Universidad Externado de Colombia.
Senior lecturer of the Faculty of International, Political, and Urban Studies at the Universidad del Rosario. Director of the Venezuela Observatory. She has specialized in studying the political and international dynamics of Venezuela and as a neighbor to Colombia. Over the last few years, she has written about the political regime, the parallel institutional framework, and the militarization of power in Venezuela. Among her latest publications is the co-edition of the book De Chávez a Maduro: Balance y Perspectivas (From Chávez to Maduro: Assessment and Perspectives). She currently coordinates the Network of Colombian-Venezuelan Studies in Colombia.
She received the award for Distinguished Professor of the International Relations Faculty at the Universidad del Rosario in 2006.
She received the “Juan Agustín Uricoechea and Navarro” Annual Prize for Teaching Excellency for being the best International Relations Faculty professor at the Universidad del Rosario in 2004, 2005, and 2018.
HISTORY
The Faculty of International, Political, and Urban Studies was established at the change of the millennium in response to the challenges of a country that required renewed leadership.
This group must be trained at the best academic centers in order to professionally address the needs of conducting public affairs and of political life.
In accordance with the spirit and historical vocation of our university to serve the highest national interests, and on the basis of 300 years of experience, the faculty is a School of Government that trains individuals who:
Are scholars and analysts of national life.
Are capable of acting as leaders of public, business, and academic sectors from a Colombian perspective.
Have impeccable conscience and responsibility.
Have the ability to perceive and interpret the country’s demands as well as international system demands and respond to them appropriately.
MISSION AND VISION
Mission:
The Faculty of International, Political, and Urban Studies trains professions in international relations, political science, government, and management and urban development by means of comprehensive educational models that prepare them to exercise leadership in their field with appropriate theoretical foundations, capacity for action, and a prospective and international vision.
Vision:
The Political Science and Government, International Relations, and Urban Development and Management programs, on the basis of an educational project consisting of undergraduate, master’s, and doctorate degrees, will be recognized for their capacity to positively influence Colombian international interests, as well as political and governance processes and the transformation of cities, as part of Universidad del Rosario’s contribution to the direction of the country in accordance with its founding purpose.
LÍNEA DEL TIEMPO: NOVA ET VETERA
Between 1816 y 1817, during the regeneration campaign, 24 members of the Universidad del Rosario and dignitaries of the emerging republic were shot by Pablo Morillo, “the regenerator.” They actively participated in the liberation campaign and the formation of a new independent government. This event marked the beginning of a shared history between the Universidad del Rosario and Colombia..
The Faculty of International, Political, and Urban Studies commemorates the bicentenary of Colombian independence, highlighting the history in which it has played a key role.
